Policies and Procedures

Ratified: 3/14/05

MLUA Approved Uniform

With the advent of many different types of striped shirts and kilts available for umpiring women's lacrosse, the MLUA has developed these guidelines for MLUA members. We should all try for professional dress.

Dress to and from Games

•   All umpires shall be in uniform when arriving at and leaving the field.

Shirts

•   One-inch black and white vertical stripes on the body and sleeves.

•   The sleeve style may be long or short, and should match the other umpires' shirt style.

•   The material shall be standard or small mesh.

•   A cloth U.S flag patch and/or a US Lacrosse patch on the sleeve is permitted.

•   A Positive Coaching Alliance-related button / patch is permitted.

•   No other insignias (e.g., soccer or rugby) are permitted.

Kilts / Shorts

•   Black pleated or wrap kilts are acceptable.

•   The length of the kilts or shorts should be professional (i.e. no more than 6 inches above the knee).

•   The fabric should be of a substantial substance so as to hang smoothly, to resist fading, and to be in good repair.

•   Undergarments below kilts or shorts should be black.

Pants

•   Black…nylon or other material, neat.

•   Black sweatpants are acceptable.

Shoes

•   Predominantly black shoes, with black laces.

•   If shoes have white on them, try blacking them out with marker, paint or other indelible substance.

•   Shoes should be clean for every game.

Socks

•   Wh ite or black (low style), or solid black knee socks, and should match the other umpires' sock style . Umpires should pack both black & white socks for games.

Undershirts

•   If worn and visible, should be solid black, long or short sleeve.

Hats / Visors / Ear bands / Sunglasses

•   Solid black, if worn.

•   Knit hats / ear bands may be worn when cold and should be solid black.

•   Sunglasses, if worn, should be black and conservative.

Jackets

•   Standard black and white poly, one-inch vertically striped jackets with black collar and black cuffs, or a solid black jacket may be worn for inclement weather.

•   Crew members should attempt to match in their selection of jackets.

Mandatory Accessories

•   Whistle – Solid black Fox 40 preferred

•   Flag – Yellow, approximately 14”X14” with bound hem. Weighted or unweighted

•   Cards – Green, Yellow, Red

•   Pencil to record warnings

•   Note cards or paper to write on

•   Coin

•   Tape measure with both U.S. & metric measurements

Optional Accessories

•   Lanyard - If used, it must be black.

•   Kilt pin – 1 small, discreet or Positive Coaching Alliance pin.

•   Gloves – Solid black.

•   Tights under kilt – Solid black, not baggy.

•   Spandex should be solid black and it is preferred not to show below kilts or shorts, unless for medical purposes.

•   Small black equipment bag to hold current rulebook, equipment, etc.

•   Water bottle.

•   Wristwatch – Highly recommended that it have stopwatch countdown feature.

 

MLUA Umpire Fees for 2005

High School-Level (club and varsity): (all amounts are per umpire, per game)

1st game (2 umpires) - $49

2nd & subsequent games (2 umpires) - $35

1st game (3 umpires) - $45

2nd & subsequent games (3 umpires) - $30

1st game (1 umpire) - $75

2nd & subsequent games (1 umpire) - $50

College-Level : (all amounts are per umpire, per game)

* A single official is acceptable ONLY in emergency situations. Two or more officials will always be scheduled for each match.

Ground Travel (college-level games only)

•   Mileage is 25 cents for any roundtrip mileage exceeding 50 miles.

•   NOT applicable for high school-level games.

Per Diem (college-level games only)

•   Per Diem will be paid when the round trip ground mileage is 350 miles or more, when the game time/travel necessitates that the umpire stay overnight, or when umpires are on extended road trips due to multiple assignments.

•   Per Diem rate = $35 per day of travel.

•   NOT applicable for high school-level games.

Accommodations (college-level games only)

•   Lodging and hotel parking fees provided when game time/travel necessitates that the umpire stay overnight.

•   NOT applicable for high school-level games.

Air Travel (college-level games only)

•   When approved, the host institution shall arrange air travel directly with the umpire(s) involved.

•   The host school shall provide ground transportation to and from the airport via school personnel or provide the umpire(s) with a rental car.

•   Schools are expected to reimburse the umpire for airport parking fees when applicable.

•   NOT applicable for high school-level games.

 

Game Cancellation / Delay Policy / Unique situations

•   In the event a game is cancelled, the host school should notify the umpires directly. The AD/coach of both teams should contact the league administrator and umpire assignor for rescheduling.

•   Umpires are paid for a cancelled match if they are not notified in time to avoid travel.

•   It is the Home team ' s responsibility for payment.  If the visiting team fails to appear or notify of cancellation in time to notify officials to avoid travel, then payment is the responsibility of the visiting team.

•   In the event the game is cancelled at a point within 30 minutes of the scheduled start time, the umpires shall be paid a full game fee, plus mileage and per diem if applicable.

•   In the event the game is cancelled at a point after it has started, the umpires shall be paid a full game fee, plus mileage and per diem if applicable.

•   In the event a game is delayed beyond one hour:

  • The umpires are not obligated to stay beyond one hour of the scheduled start time and shall be paid a full game fee, plus mileage and per diem if applicable.
  • If the umpires agree to stay beyond the 1 hour, they shall be paid a full game fee, plus mileage and per diem if applicable, plus a delayed game fee of $15 per ½ hour.

•   In the event that teams have different start times for the game, the home team's start time is considered the “official game time.”

•   In the event the game cannot be played and neither team is at fault, the costs will be split between the two teams.

 

MLUA Assigning Policy

Qualifications of an Assignor:

•   Current member of US Lacrosse

•   Current working knowledge of the game

•   Knowledge of the umpires and their relative skill levels

•   Knowledge of the skill levels of teams they are assigning for

•   The ability to develop and continue a good working relationship with coaching staffs and administrations

•   The ability to facilitate effective lines of communication with schools

•   Good organizational skills

•   The ability to administer fairly to both the umpires and the schools

•   The ability to provide necessary written communications and documents for both umpires and the schools

Job Responsibilities of an Assignor:

•   Request school schedules and umpire availability forms in a timely manner

•   Assign qualified umpires to appropriate contests

•   Provide an answering service and/or voice mail service so that messages can be left during non-office hours

•   Conduct all activities related to the office of Assignor in a professional business-like manner

•   Compile and maintain a current Umpire Roster and School Directory

•   Ensure that all MLUA umpires are members in good standing with US Lacrosse and follow the US Lacrosse Code of Conduct and policies established by the Women's Division Council written within the Umpire's Manual

•   Communicate with Umpires in a timely manner and provide the following:

  • A fact sheet regarding game fees and umpire responsibilities
  • A Directory of Schools serviced with game-day contact information
  • An Umpire Roster with contact information
  • A final statement of games worked at the end of the season

•   Assign off-season contests if requested

•   Assign postseason tournaments

•   Attend games throughout the season so as to assess the needs of the game as well as to assess the strengths of various umpires

•   Not assign an umpire to a game in which their daughter is participating, or their spouse/child/sibling/parent is coaching, unless both teams involved agree to the assignment.

•   Not assign an umpire to a game involving a team for which the umpire is currently a paid coach or volunteer coach (for a minimum of 50% of the team's season), or has been in the past 12 months, unless both teams involved agree to the assignment.

Guidelines for Assigning Umpires

•   Provide best officiating services possible to all schools regardless of location and/or level of performance.

•   Seek outside staffing (umpires from other geographic area) when needs warrant doing so.

•   Consider the umpire ' s rating, geographic location, level of competition and availability when making assignments.

•   Consider the continued growth and development of umpire personnel.

•   Direct questions, concerns, and/or problems occurring in games to the appropriate officer or chairperson, so that these situations can be quickly resolved.

•   Not make more than one assignment for an umpire that will put that umpire in a position to be potentially late for the second contest.

Postseason Assignment Guidelines:

To assign umpire to postseason games (which are supposed to represent the highest level of the sport), the Assignor should use the Guidelines for Assigning Umpires above, in addition to the following:

•   Umpires who have umpired fewer than 5 varsity-level games during the regular season shall not be assigned to a postseason game if at all possible.

•   Umpires who are on probation or suspended shall not be assigned to a postseason game.

•   Consideration will be given to umpires whose coach evaluation forms from the regular season were superior.

•   Umpires needing a game for rating purposes may be given precedence, at the Assignor ' s discretion.

•   Umpires that are not current with their MLUA dues will not be assigned to a postseason game.

 

MLUA Umpire Probation

An umpire will be considered “on probation” for the remainder of the regular season and postseason if the umpire fails to umpire one game for which they have been assigned in the regular season without finding a replacement (one specifically approved by the Assignor), except in the event of a medical/family emergency. The Assignor will determine if other circumstances warrant an exception, on a case-by-case basis, and will take into account factors associated with the case at hand (e.g., how far ahead of the game did the umpire attempt to find a replacement, how far ahead of the game did the umpire contact the Assignor if they were having difficulty finding a replacement, why was the umpire unable to meet their game commitment, etc.).

An umpire on probation shall not be assigned postseason games, but may continue to be assigned regular season games.

MLUA Umpire Suspension

An umpire will be considered “suspended” for the remainder of the regular season and postseason if the umpire fails to umpire two or more games for which they have been assigned in the regular season without finding a replacement (one specifically approved by the Assignor), except in the event of a medical/family emergency. The Assignor will determine if other circumstances warrant an exception, on a case-by-case basis, and will take into account factors associated with the case at hand (e.g., how far ahead of the game did the umpire attempt to find a replacement, how far ahead of the game did the umpire contact the Assignor if they were having difficulty finding a replacement, why was the umpire unable to meet their game commitment, etc.).

If the MLUA Board determines, by majority vote, that an umpire has violated the MLUA Ethical Code of Conduct (not to include honest errors relating to US Lacrosse game rule applications), then that umpire is immediately suspended for the remainder of the regular season and postseason. If the umpire is on the MLUA Board, the umpire cannot vote, and the votes of the remaining board members are counted.

If the MLUA Board determines, by unanimous vote, that an umpire has violated the MLUA Ethical Code of Conduct (not to include honest errors relating to US Lacrosse game rule applications), then that umpire is immediately permanently suspended. If the umpire is on the MLUA Board, the umpire cannot vote, and the votes of the remaining board members are counted. If this occurs the umpire found to have violated the MLUA Ethical Code of Conduct may petition the MLUA Board for reinstatement after a 12 month waiting period, and may continue to petition for reinstatement once each 12 month period thereafter. A majority vote of the MLUA Board is needed to reinstate the umpire

A suspended umpire shall not be assigned additional regular season or postseason games.

 

MLUA Code of Conduct

MLUA Umpires shall:

•   be members in good standing of US Lacrosse.

•   be current with all MLUA dues.

•   attend a preseason rules interpretation meeting.

•   annually, pass a written rules exam.

•   attend required training and maintain an appropriate rating.

•   meet all other requirements of the MLUA.

•   arrive at the game site at least 30 minutes before the game time, dressed & ready to go.

•   confirm all assignments with schools and partners.

•   accept games and keep calendar availability up to date with the Assignor.

•   not swap games without Assignor approval.

•   keep Assignor and schools current with contact information.

•   not accept more than one assignment per day if the timing will likely not allow you to arrive at least 30 minutes before the start time of the second game.

•   perform other duties as assigned by the MLUA Board.

 

MLUA Ethical Code of Conduct

MLUA Umpires shall:

•   not use language or conduct themselves in a manner (or during a game allow players, coaches or fans to do the same) that discriminates on the basis of age, gender, race, religion, sexual orientation, marital status, or against a person with a disability.

•   be neutral, honest, fair and not demonstrate any bias for or against a team, individual players, coaches, or team personnel.

•   not be under the influence of illegal drugs or alcohol while on an assignment.

•   not use inappropriate language or make inappropriate contact towards players, coaches, or fans.

•   take responsibility for their decision-making role which includes proper application of the rules.

•   not make public statements about players, coaches, spectators, or other umpires that detract from the spirit and respectability of the sport.

•   not have a criminal conviction involving inappropriate behavior with a minor or other criminal conduct deemed by the National Umpiring Committee to represent conduct unbecoming an umpire. No person with such a conviction may hold a US Lacrosse umpire rating.

 

Schools / Teams / Coaches Code of Conduct

Schools / Teams / Coaches shall:

•   confirm game time and location with the Assignor.

•   provide game-day contact information to assigned umpires.

•   promptly pay the umpires.

•   provide umpires directions to the game.

•   provide umpires with parking information and parking permits when necessary.

•   provide umpires with the location of locker room facilities and towels.

•   notify umpires and Assignor immediately of changes to game times and/or dates.

•   promptly complete and return an umpire evaluation form for each umpire after each contest.

Teams may, if they desire, provide the Assignor the names of up to 2 umpires that they request not be assigned to their team ' s games 30 days before the regular season begins. The Assignor will make every effort to follow the team ' s request in this regard, but may not be able to do so in all cases or in the postseason tournament.

 

Grievance Procedure

•  Any person interested in the sport of lacrosse may report an umpire who abuses or who is suspected of abusing the MLUA Ethical Code of Conduct to the Ethics Committee of the US Lacrosse National Umpiring Committee (NUC). Absent allegations of bias or dishonesty, complaints of misapplication of the rules will not be accepted. In no case will any grievance under this procedure change the outcome of a contest.

•  Grievances must be submitted in writing using the prescribed grievance form, which is available from the MLUA Chair.

•  Incidents should be reported within 10 calendar days.

•  If the grievance is accepted, the umpire shall be given the opportunity to respond to the grievance in writing.

•  The Ethics Committee may take other steps necessary to properly determine the outcome of all grievances, and will attempt to do so in a confidential manner.

•  Umpires aggrieved by the findings of the Ethics Committee may appeal the outcome within 10 days to the NUC.

•  The MLUA will abide by any final grievance decision passed down by the Ethics Committee.

Changes to MLUA Policies and Procedures

The MLUA Policies and Procedures may be updated and changed as needed by the MLUA Officers. Input from the MLUA umpires will be considered.
